Sir,

In my Despatch No. 249 of the 9th instant, I had the honour to refer to the subject of deportees to Hongkong under the China and Japan Order in Council of 1865, but as the subject is different from the question of the Imbecile Persons Introduction Ordinance (No. 1 of 1904), I have thought proper now to separately transmit for your consideration the enclosed copies of correspondence with the Consul-General at Shanghai on the matter of the system of deportation now in force.

2. I have to point out that the Consul-General in his reply of the 3rd instant ignores the suggestion made in the letter from this Government of the 20th January last to the effect that the Court in such cases should in the first instance act under Clause 107 of the Order.

3. I have therefore to request that you will be so good as to cause representations to be made to the Foreign Office Authorities in order that the repetition of such a case as that of Sandrais may be avoided in the future.
